Abstract

In theory, everybody agrees on the virtues of child welfare even as one of the fundamental circumstances of economic, social and cultural development. Children are our future after all, and the rhetoric continues well beyond the circles of professional and vocational milieu existing in almost every modern society today. In practice, however, there seem to be unsurmountable constraints including the pecuniary and non-pecuniary aspects of the child welfare, again in almost every country. Deeds and words, good intentions and concrete solutions compete in this field as well, and as many would readily accept, too much conflict dominates the subjects as far as the practice is concerned.
