Abstract
I can, perhaps, best indicate the nature of my remarks to this colloquium by attempting to give some answers to three questions that bear on the topic of opportunities and constraints in international lending: What has determined the growth in international banking? What have been the consequences of the growth in international banking for the functioning of the international economy? What is the role of the official institutions, in particular the International Monetary Fund, in the area of international banking?
