Abstract
Santa Clara County is located at the south end of San Francisco Bay. Its location within the State of California is; seen in Figure 1. It is a water-deficient area in terms of its present water needs. Water management in this 3,100 square kilometer county is the responsibility of the Santa Clara Valley Water District, an agency created by the California Legislature and controlled by the residents of the district.
