Abstract
As long as water is plentiful, and there are no serious problems of pollution, water management most often is divided among various administrative departments. This is true almost regardless of country. But as competition for water increases, and as other problems are accentuated the activities of various administrative units may begin to conflict or overlap, with consequent loss of efficiency. It then becomes necessary to plan and coordinate water use by setting up institutional frameworks that can ensure an overall approach to water management.
