Abstract
Many methods for environmental impact assessment (EIA) have been devised to aid identification, prediction and assessment of impacts and preparation of environmental impact statements (EISs). All these methods focus on impacts. Impact is a word much used in EIA, but little attention has been paid, in the academic and professional literature, to the nature of impacts. What is an impact? How do we know when an impact is likely to occur? These are questions which are addressed in this paper.
