The Evolving EIA Procedures in the Netherlands

Abstract

An examination of the EIA procedure being proposed in the Netherlands is a useful introduction to EIA procedures for individuals and countries who, like the Netherlands, are just becoming involved in this subject. This paper will examine, firstly, the background to the proposed EIA procedure, including definitions, a justification for EIA, the uses of EIA, and the key criteria which have governed the development programme; secondly, the development programme itself and the research which provided recommendations for a procedure and methods useful to that procedure; and finally, an analysis of the principal elements of the procedure. Where appropriate, cross reference will be made to other systems which have aided the Netherlands choice of procedures and methods.
