Abstract
Decisions on forest policy are meaningless without the laws, institutions and administrators to implement decisions. It is therefore a matter of policy to ensure that these instruments of implementation are adequate for the purpose. They will be discussed under the following headings: Forest ownership, legislation, taxation and incentives, education and training, research, organization, personnel.
