Abstract
Adversary evaluation moves a considerable distance toward the end of the continuum that begins with the Tylerian objectives-performance approach. Developed in the early 1970s, the adversary approach endeavors to illuminate all important aspects of a program being evaluated. Those aspects that are explored may extend beyond objectives originally set for the program. Quasilegal in its approach and structure, the adversary model follows a dialectic process. Two teams of evaluators explore the pros and cons of a program so that its major issues are clarified openly and honestly.
