Abstract
During the twenty-eight years since it was established, the Council on Library Resources has made distinctive contributions to the development of library service and information systems in the united States. My primary purpose in this paper is to describe the present program and operating procedures of the Council. I will also give some indication of changes in both program and method that have occurred over the years. Finally, I will reflect briefly on which of CLR’s activities have been most useful. I do not intend to suggest how the CLR model might be adapted to the needs and interests of European research libraries. That matter should be a conclusion of this conference, not a prelude. It is important to note, however, that CLR has, from the beginning, supported the international aspects of librarianship simply because the world of information is not one that is divisible by national borders.
