Abstract
What follows is a summary and a review by the editors of the contents of the September 4th pannel discussion, which followed the first two sessions of the Workshop, devoted to general aspects of partial redistribution and its astrophysical implications. In presenting here our version of the main outlines of a long and articulate discussion, we hope we have done justice to the original ideas expressed by the participants.
