Abstract
The paper does investigate the similarities and differences between design and planning. It considers both to be a necessary part of the preparation of rational human action. Design should mean the mental-formal preparation of the creation of a new system, whereas by planning should be designated the mental-formal modelling of the future behavior of an existing system. From this starting point the paper tries to give a short overview of the methods appropriate to and the contents of design and planning respectively.
