Abstract

On the land and in the sea there is considerable natural variability in the physical and chemical environment and in the communities that inhabit these environments. These variations occur at all space and time scales and affect our choice of areas which are suitable or unsuitable for disposal of wastes. The natural variability also places major constraints on our capability to assess the consequences of disposal. Without adequate understanding of the underlying processes causing these changes we cannot determine what are appropriate options, particularly if we are concerned with effects on species other than man.

This paper focusses on questions of effects at the population or community level and on the ocean where these problems appear to be most acute. The sensitivity of these issues for marine populations is, possibly, the single most critical factor in decisions on land versus sea disposal.
