Abstract

In a democratic society marked by the multiplicity of value systems, citizens have differing appreciations of a public decision they feel affected by. Consequently, the governmental decision-makers’ course of action will often arouse conflict between such individuals, or groups of individuals, as may be on the receiving end. Indeed, solving such conflicts is the very nature of the public sector’s decision-making processes. Hence, negotiation theory as a rational way of settling conflicts of interests between individuals or groups appears to be a guideline by which to deal with some public decisions adequately.
