Abstract
It is generally accepted that photovoltaics is a reliable source of electricity, There are however, many rural pv project which have failed to yield the expected benefits. Subsequent surveys usually show that it is not the technology that has failed, but that the consideration of sociological factors has been inadequate at the appraisal stage.
