Abstract
This enquiry was undertaken as a consequence of the last EEC PV conference panel on PV for agricultural use in order to collect the experience of Non-Governmental development Organisations (NGO) in this field. A questionnaire sent to 200 European NGO’s was returned by 40. The conclusions, mostly based on small and medium size PV systems in Africa are that while technical problems are well on the way to be solved, training and above all the cost issues remain critical. NGO’s may there-fore not be expected to support large PV projects financed by loans that would bind Third-World communities into undefinite debt. NGO’s rather favor small-scale PV applications (lighting, refrigeration,..) because of limited financial risk, high social benefit and PV competitivity.
