Abstract
Commentary. The previous chapter in this part defined the index of disharmony and applied it to the interpretation of three federations. Unfortunately, the time span of the application was brief (only 18 years) which is short relative to the lives of constitutions. In Alexander’s chapter, however, the time series has been lengthened to 130 years, about two-thirds of the life of the American Constitution. The index for this longer period permits us to see (and interpret) significant variations in its value, especially since we can compare it with a more conventional index (of expenditures) which Alexander constructed for the same time period.
