Abstract
“Only when we know why a teacher is effective—as well as how—can we decide how best to train teachers” (Medley, 1977, p. 6). These words are even more true today. A student spends four or five years in an institution of higher education preparing to become a teacher. Does the institution really know how successful it was in preparing the student for a particular teaching position? If the institution recognizes a problem with its teacher education program, does it have the empirical evidence to warrant changes? The answer, at best, to these questions is maybe.
