Abstract
We should be careful to distinguish two problems about mental representation. The first, the Problem of Representations (plural) is to say which sorts of things play the role of representations in cognitive systems of various sorts. The second, the Problem of Representation (singular), is to specify the nature of the representation relation: what is it in virtue of which something mental has a semantic content and therefore can be counted as a representation?
