Abstract
Any serious discussion of the public policies needed over the next twenty years to foster competitiveness has to begin with an analysis of the objective changes occurring in the world economy. We are in the early stages of an economic transformation more profound than the industrial revolution: one that is going to move the world from resource-based, mass-manufacturing national economies to a global economy driven by information. America’s ability to master flexible manufacturing and increasingly sophisticated information and service industries will determine its economic leadership and the future standard of living of Americans.
