Abstract

Rather than focusing directly on the subject of payment risk, I would like to share with you some of my thoughts regarding the evolution of trade clearing and settlement practices associated with securities and other financial transactions. In focusing on this area, I want to emphasize how we may be able to strengthen clearing and settlement arrangements and thereby strengthen the workings of our financial and payment systems generally.
