Abstract

The outstanding problem in harnessing the Yellow River is flood control. The water resources issues of the Yellow River are also very important. Both these problems are very closely correlated to the sedimentation problems of the Yellow River.

The characteristics of the floods from different parts of the basin of the Yellow River are different, hence different measures for flood control should also be considered. However, we have to recognize that under existing engineering measures, there are still certain risks for ensuring the safety of the lower reaches of the river from flood hazards. Therefore, we should strive for the best to improve the conditions of flood control and to mitigate the threat from floods.

For the water resources issues, we should strongly emphasize the comprehensive utilizaiton of water, and the rational development and scientific allocation of water resources on the Yellow River. For these purposes, rational principles of water resources exploitation on the Yellow River must be studied.
