Abstract

The early history of United States conservation policy demonstrates U.S. policies were governed by a commitment to support agriculture’s expansion and to create a more equitable economic base for the nation. Institutions such as The Tennessee Valley Authority (TVA), enacted in 1933, embodied and reflected this commitment. Until recently traditional conservation programs were immune from criticism. However, changes in public attitudes are challenging these programs. The current policy encourages the design of natural resource programs in such a manner as to be more sensitive to public goals of improved environmental quality.
