Abstract
Suppose your local government is approached by your Ministry of Energy with the proposal to site a new coal-fired electric power plant within its jurisdiction. Or assume that the regional airport in your vicinity is being considered for significant expansion and more intense utilization, especially for handling freight planes by night. Or imagine that your regional authorities get the idea of routing a regular heavy transport of radioactive waste along a main thoroughfare in your town.
