Abstract
The generation, transport, storage, and disposal of hazardous wastes all entail significant risks. Policymakers in government and industry typically foresee important roles for insurance as a prudent instrument for mitigating these risks and for assuring appropriate compensation in the event of damage. Policymakers and others differ in their views as to what role insurance might properly play in an integrated waste management strategy. This paper is concerned with analyzing this issue from both a theoretical and an institutional perspective.
