Abstract

It gives me great pleasure to address this inaugural meeting of the International Ocean Technology Congress. I feel it is most appropriate that you have chosen EEZ development as the main theme of this conference. As one senior government official of the United States has stated, and I wholeheartedly agree with her, “the Exclusive Economic Zone is our backyard equivalent to outer space — a new frontier on Earth. It is a challenge for our technology, for science, and for the mind”.
