Abstract
Between 1990 and 1992 voters in 16 states considered limiting legislative terms. The movement achieved its first successes in 1990, when Oklahoma, California, and Colorado approved ballot proposals. After a setback in Washington State in 1991, 14 states limited terms in 1992, including Washington and California, again.

The 1990 California initiative dealt with state legislative terms, while the 1992 proposal applied to Congress.
California and Washington voted on term limits in separate elections during this time period. Demographic data for all of states used in this analysis comes from the CACI Sourcebook of County Demographic Data. Election data were collected from the election authorities in the respective states.
Measures of partisanship were unavailable for Oklahoma (1990), Washington (1991) and Nebraska (1992).
The t values were -0.907 for INC and 0.319 for WHT.
