Abstract
Many countries are still trying to reach the stage of development where they can reap the harvest of modernization. In such countries, traditional and household industries still predominate. This situation not only leaves them underdeveloped but pushes them backward because of slower rates of growth. These developing countries make an effort to improve and modernize, but their particular economic and social institutional demands require special policies that are not easy to implement. This suggests that generalizing about the characteristics of developing countries is not easy.
