Abstract

If communicating customer electronic terminal’s are bought and installed against a user specification, drafted in such a manner that the majority causes of obsolescence (Changes in technology, management systems etc.) are virtually eliminated, then the manner of their utilisation is bounded only by the imagination of the utility’s management and the historical and cultural environment in which they operate. With the elimination of the majority of the restraints on the provision of a safe and reliable supply, through the application of non discriminating cost related pricing, the immediate problem is managing the transition. Each utility will adopt a different management strategy from the wide spectrum of alternatives in the light of the local circumstances. This paper outlines one strategy which has been pragmatically evolved with the ACCET design.
