Abstract
The Clean Air Act of 1970 and related amendments established the legislative mandate and defined the process by which National Ambient Air Quality Standards (NAAQS) are established for the purpose of protecting human health (primary standard) and public welfare (secondary standard) against “any known or anticipated adverse effects” from criteria air pollutants. Public welfare refers to all non-health effects and the criteria pollutants include ozone (O3), carbon monoxide, particulate matter, sulfur dioxide (SO2), nitrogen dioxide (NO2), hydrocarbons, and lead.
