Abstract
As a result of an ongoing controversy about closed units in residential institutions for children, research was commissioned by West Germany’s Federal Minister for Youth and carried out by staff of the German Youth Institute. Information is provided on the West German situation with closed facilities under the child welfare system. Background information on the correctional system for young offenders is provided to highlight the differences between youth prisons and closed units as a part of the child welfare system. Key issues in the operation of closed facilities within welfare institutions are discussed in the context of findings about girls and boys in closed units and their patterns of absconding and delinquency. Finally, inmate and staff problems are discussed in the context of research results based on participant observation.
