Abstract
The papers which have been presented at this conference provide very rich first-hand factual material on the state of civil science and technology in Eastern Europe. They are extremely valuable as observations made by highly competent specialists in their respective disciplines and fields of research. There is, however, an inherent danger in the collection of individual impressions. They might not provide a complete picture and it is important not to generalize from them, unless certain features are reported in several papers, or are supported by other studies, and unless they are examined within an analytical framework that can provide an explanation for their occurrence.
