Abstract
From its inception, one of the principal purposes of fostering closer interstate economic interaction in Eastern Europe1 has been the promotion of the exchange of scientific-technological information. The joint development of such innovation through basic research and laboratory testing, even as a policy precept, materialized only much later.2 How such exchange or development of basic knowledge should be organized, the proper ways in which the true costs of such types of co-operation would be borne, and what would be the most desirable ways of capitalizing on and distributing the benefits of scientific-technical co-operation (STC) are basic questions that should figure very prominently on the agenda of decision makers. They have at times been at the core of policy discussions and acrimonious exchanges. Inability to resolve these matters satisfactorily have also constituted fundamental obstacles to promulgating and maintaining a steady course toward the effective realization of STC and using it as a springboard for advancing regional integration within the context of the Council for Mutual Economic Assistance3 (CMEA4).
