Abstract
The UK Department of Energy is revising the Guidance Notes that it issues as a basis for the Certification of Offshore Structures. WS Atkins were contracted to prepare a new section on fluid loading and to produce a supporting background document. A working group was set up with representatives from designers, oil companies, certifying authorities and research institutions to provide advice and guidance as the work progressed. The working group also provided a forum for preliminary consultation with interested parties with respect to the guidance notes themselves. British Maritime Technology and Lloyds Register of Shipping, who were represented on the steering committee, also produced papers that formed the basis of some of the material in the background document.
