Abstract
Different international projects such as the Energy Systems Analysis Project (ETSAP) of the International Energy Agency (IEA) and the IIASA project CHALLENGE, have initiated policy studies against the greenhouse effect. The scope of these projects is to analyze policies of controlling greenhouse gas (GHGs) emissions, and to investigate the implications of such policies on the energy sector and the economy. A study by the Commission of European Communities (CEC) follows similar objectives.
