Abstract

Modern Project Management (PM) understanding was formed in the 70s – 90s based on the experience of technically developed countries with relatively stable economic conditions. Among such countries we should mention: Great Britain, ôermany, Holland, USA, Canada, Australia and Japan. The most complete description of PM understanding is given in collective works, connected with forming the PMBOK and some other similar research.: PMI [1,2]; INTERNET [3,4]; AIPM; ISO and so on.

This paper is based on a presentation made on October 15, 1995 at the “PM Global Forum” in New Orleans, USA during the 26-th Annual PMI Conference
