Abstract

I first met Phillip Hughes when he was the foundation head of education at the then new Canberra College of Advanced Education that we first met. I was a young mother, returning to study. He was a fine, inspiring leader and teacher in the Diploma of Education programme. He taught me how to start to think about the nature and significance of schools and of the profession of teaching in our society. Over the years, I learned that we had in common a deep commitment to the public school systems in Australia that had given us both opportunities for learning and life chances well beyond the hopes and expectations that a sensible person might have held for us as young children.

    Governments cover the costs of teaching in all public schools, in all Catholic systemic schools and in at least half of all independent schools. Taken together, this means that governments are providing teachers, or the public funding equivalent, in around 95% of all Australian schools.

    As you know, this would be a slightly strengthened version of the provisions of Commonwealth legislation from the time of Whitlam until they were swept away by the Howard Government along with the advisory and consultative structures of the National Board of Employment, Education and Training.
