Abstract
The strong political efforts in Europe to stimulate and enhance mobility have not triggered an information base sufficient to assess the results of this policy even merely regarding the magnitude of mobility. Until recently, international statistics concentrated on foreign students and study abroad. In the gradual process of improvement of the data base, evidence could be provided that about a quarter of foreign students are not mobile, but have already lived and learned in the country of study. Moreover, one tenth of mobile students are not foreign, but rather returners to the country of nationality. In the meantime, most European countries collect data of mobile students. But no distinction tends to be made between mobility for the whole study programme and temporary mobility, whereby the latter students are even not included in the statistics of many countries. Available information provides the opportunity to estimate that the Bologna Process has led to an increasing attractiveness of European higher education for students from other regions of the world, but there is no clear evidence regarding the impact of the Bologna Process on the magnitude of intra-European mobility. Recent political target-setting calls for an increase of the proportion of students being mobile during the course of study (irrespective whether for one, for more study periods or for the whole study programme). Graduate surveys are the best source of measuring this “event” of mobility and can provide further relevant information. They might be more valuable in the future, if they will be undertaken Europe-wide with a certain degree of standardization as far as definition and measurement of mobility is concerned.
