Abstract
Southwest University (SWU) in Chongqing presents an interesting contrast to East China Normal University. Originally one of the six national key normal universities established in the early 1950s as Southwest Normal, it is the only one which was given permission by the Ministry of Education to enter into a major merger and give up the title of normal university. This chapter recounts its merger with Southwest Agricultural University, and the ways in which the recently merged institution has responded to the opportunities and challenges associated with the move to mass higher education. This is one of two public institutions in our study which were accepted into Project 21/1, that supports 100 leading universities, but not into the more elite Project 98/5. The other case is Yanbian University which will be profiled in the next chapter.
