Abstract
This chapter identifies higher education governance models in Portugal over the past three decades. Public management and public administration perspectives show how governance models have unfolded against the general development of the Portuguese higher education system as a whole.
The analysis is based on the assumption that attention must be paid to the continual repositioning of higher education within the public sector, if a deeper understanding of the alterations and changes in its governing and governance models is to be had. It covers five phases: the years before the 1974 Democratic Revolution; the Days of Revolution (1974–1976); the Period of Normalisation (1976–1986); the Decade of Massification (1986–1996) and the Rise of Managerialism (1996–present).
Governance in Portuguese higher education has shifted from a state-centred model towards institutional governance. Its redefinition was driven, at least in part, by criticism levelled against “welfarism”, against its administrative and managerial features, the impact of globalisation and the celebration of the so-called new governance paradigm.
