Abstract
This chapter provides an introduction and background to the original version of the third paragraph of Article 227 TEC 1957, dealing with OCTs. The aims and scope of Article 227 (3) are also examined.

The Charter (statuut) of the Kingdom of the Netherlands (Statuutvoor het koninkrijk der Nederlanden) entered into force on 31 December 1954 and instituted a new legal order for the Kingdom of the Netherlands.
