Abstract

This chapter compares and contrasts the changes to the Article 299 TEC framework proposed by the Constitution for Europe and by the Lisbon Treaty. The objective is to see examine whether either of these Treaties improved the Article 299 TEC framework and which of the two Treaties overall made the better attempt to improve the overall Treaties framework for EU/Member State territories relations.
