We are now in an era when pressure for knowledge and evidence-based policy and practice is greater than ever. There is a growing concern from major international organizations and countries to strengthen links so that the evolving knowledge base for education policy and practice can draw on international experience and research findings. Progression towards laying a robust foundation to support policy and practice through international cooperation is well advanced in developed countries, while in developing countries it is still very much in its infancy.
