Abstract
The entry of the European Commission1 into the field of education policy coincided with the creation of European citizenship as a legal category, following the ratification of the Maastricht Treaty in 1992. Subsequently, European and member state education policy has been concerned with the formation of the knowledge economy, with European citizens asked increasingly to understand themselves according to the discourse of the ‘entrepreneurial self’.
