Making Strategies in Spatial Planning

Part of the book series: Urban and Landscape Perspectives ((URBANLAND,volume 9))

Abstract

Most societies face major developments and challenges: the growing complexity, increasing concern about the rapid and, apparently, random course of uneven development, the problems of fragmentation, the ageing of the population, a growing awareness of environmental issues, the long-standing quest for better coordination (both horizontal and vertical), the re-emphasis on the need for long-term thinking and the aim to return to a more realistic and effective method. We may consider four different types of reaction to these developments and challenges: reactive (the rear-view mirror), inactive (going with the flow), preactive (preparing for the future) and proactive (designing the future and making it happen). The chapter thesis is that only the proactive reaction is appropriate, as it calls for the transformative practices that are needed to cope with the continuing and unabated pace of change driven by the (structural) developments and challenges. This chapter deals with four main questions. First, what kind of planning do we need to cope with the developments and challenges ahead? Second, how can we enhance creativity for diversity and sustainability? Third, what type of governance has the capacity to strengthen creativity, diversity and sustainability? Fourth, what does this mean for planners in terms of attitudes and skills?
