In dit hoofdstuk wordt fase 1 van de toetscyclus verder uitgewerkt: het maken van een basisontwerp. Het basisontwerp van de toets moet passen in het totale toetsprogramma van de opleiding. De soort toets die je kiest, is mede afhankelijk van het resultaat dat de toets moet meten.
