Abstract
Het plaatsen van kinderen in pleeggezinnen is een maatregel gericht op de bescherming van kinderen tegen verdere risico’s die verbonden zijn aan hun eigen leefomgeving. Inherent aan het uit huis plaatsen van kinderen is echter de verbreking van de gehechtheidsrelatie van kind en ouder. De gehechtheidstheorie , geformuleerd door John Bowlby (1969/1997), stelt dat hoe onveilig een gehechtheidsrelatie ook is, scheiding van een primaire gehechtheidsfiguur zal leiden tot gevoelens van verdriet, angst en stress. Deze gevoelens kunnen alleen opgelost worden als kinderen in staat zijn om nieuwe gehechtheidsrelaties op te bouwen met hun pleegouders. De vorming van deze relaties is echter niet vanzelfsprekend en bovendien is de duurzaamheid van een pleegouder-pleegkindrelatie onzeker. Dit laatste heeft te maken met het feit dat het Nederlandse pleegzorgbeleid gericht is op de uiteindelijke terugkeer van pleegkinderen naar hun biologische ouders. Daarnaast kunnen pleegzorgplaatsingen om andere redenen afgebroken worden.
