To attempt to define boundaries in a continuum is to risk creating artificial entities. Organisations do not exist in a vacuum but change and evolve continuously according to the circumstances in which they find themselves. Perhaps the greatest change over the last 20 years has been the increasing financial strength of the Federation, allowing the practical development of ideas that had evolved over the previous years but could not be afforded. Even so, their implementation also depended on technological changes, notably electronic communication and the compact disc.
