Planning Science: Basic Postulates and Logical Framework for Reference
Chapter 1 examined the vast debate amongst teachers and operators over the causes of the evident failures of planning, and over the modalities to correct the approaches to planning (on the part of planners, teachers and practitioners) in order to improve the operational effectiveness of carried-out experiences. I have manifested the worry that this vast debate (which has assumed the name “planning theory”) does not lead toward anything, unless a discouraged and desperate abandonment of any application of planning principles.
