Summary

The purpose of the paper is to analyse the problem of regional inequality and the possibility of inter-regional cooperation. In particular it tries to answer why backward regions of a country might prefer regional autonomy as opposed to cooperation. It also provides an example where inequality and inefficiency are positively correlated.
