Abstract

The performance of the SEZs in India is widely debated and often misreported. To begin with, there is no clear benchmark to measure performance, and second, there is a lack of disaggregated data to support any analysis. This chapter therefore assesses the performance of SEZs in India against the objectives laid down by the SEZ Act 2005 using secondary data and information from a primary survey.

    The secondary data and survey data used in this book are prior to the bifurcation of Andhra Pradesh into Andhra Pradesh and Telangana.

    It excludes the export figures from the Cochin SEZ due to unavailability of data for certain years.

    HHI is defined as the sum of squares of export shares of SEZs within the state or industry. The HHI will lie between 1/N and 1, where N is the number of SEZs in the group. For example, if there are 10 SEZs in a state and only one of these SEZs is exporting, the value of HHI would be 1. However, if all these SEZs are exporting equally such that the share of each SEZ in total exports is 1/10, the value of the HHI would be 1/10. So, the lower bound represents the situation where all SEZs are contributing equally to total exports.
